There are jokes about the air-headed-ness of people with a certain hair color. But I can’t remember what it is. Or what they are. Now I’m all confused. ---

He / she is a couple of stands off bottom. A stand is a length of drill pipe, being off bottom is not having the drill bit in contact with rock. So it is someone who is not entirely there. Someone who is two stands off bottom but drilling ahead, would be someone who is engaged in an activity in the deluded belief that they are actually accomplishing something useful, but because of their general cluelessness are achieving nothing. ---

You could also add: “He couldn’t organise a piss-up in a brewery” or “He couldn’t find a Chinese restaurant in Shanghai” for someone who is spectacularly clueless or disorganised… ---
