I don’t think I’ve ever seen a bid process for an international sporting event where the least-favored bid–and at that, where the least-favored bid was far, far behind even the second-least–won. Then FIFA did it twice in one day. And I don’t think it’s being too conspiratorial to mention that the two countries that won are the two countries which would be most likely to shower FIFA executives with bribes. It almost seems to me that picking Russia and Qatar was FIFA’s middle finger to recent bribery allegations.

The WC doesn’t have to be in the summer, does it? What if they had the games in February? I imagine it would still be hot, but not as hot.
Yes, it pretty much has to be in the summer, because of the normal pro league schedules for most countries. It’s the only time the players are available.
The World Cup has never been any time other than May, June, or July. It would dramatically disrupt domestic competitions if it were held in any other period. I guess if there were no other options they could consider a one-month gap in domestic leagues/cups/etc, but I don’t think that was part of the Qatari proposal.
