Go getters are small, unstabilized rockets, more or less. (There I go contradicting my earlier “no rockets” stance, but these are small, and inside shells). The effect is that after the shell breaks, the stars move rapidly away from the center in random curly ways, instead of purely ballistic trajectories of normal stars. Similar effects are “beehive” and “fish”. The one you mention is actually a variation on the ground spinner or jumping jacks. A small cardboard tube with both ends capped has a hole in the side near one end, so that the burning composition gives it spin.
