SmackFu I’m in Canada, and we have a similar bunch of regulations.
At the time I got my card, it was regulated by “Energy Mines Resources Canada” (they were the ones that deal with “explosives”). That is now under “Natural Resources Canada” and the “Explosives Regulatory Division (ERD)” – it takes effort to find the $26 booklet on their website and I can’t find any of the information about the kind of training that I took. (Granted, websites of the Canadian government tend to be poorly organized.)
In any case, the booklet exists if you can track it down. And they launched some rather dopey (and I mean “dopey” as in the 7th dwarf, not “dopers”) website called Explonet that is aimed for families fireworks safety.
