If you’re going to keep building more nuclear weapons, you’re going to have to restock the parts every once in a while.

This. Pakistan needs parts to maintain its existing stock of nuclear weapons in a state of readiness, and they need parts to produce new weapons - parts that they lack the know-how or capacity to manufacture for themselves.
