Florida I mock you for another stupid law and note once again the entertainment value in watching how you carryout public policies. [Article](http://tampabay.com/news/publicsafety/crime/sad-day-for-a-clown-tampa-man-jailed-for-wearing-illegal-mask/1075485) You can’t wear anything in public that is a disguise in Florida past the age of 16. The above guy had on a clown wig and mask when walking down a street with friends. Time to go to jail Bozo. People dressed for Halloween break this law. Does Liberty Mutual send out those people in costume in Florida? Do they arrest women for having a wig and too much makeup? Does dressing Goth get you jail time? Do they have costumed singing messengers in that state? What happens when they have a parade? A final word Walt Disney must have been laughing at Florida and how he dressed thousands in costumes everyday, but they couldn’t touch him because they were on his property. No Disney character has ever strayed off the park property without going to jail right? ---

McDonalds employs a Ronald for each US state. I guess they’ll have to lay Florida’s Ronald off. Is a toupee a disguise? Are some Muslim women going to have trouble with this? What about Santa Claus? Is Billy Marlin safe outside the stadium? ---

Back To The OP It isn’t that dumb a law. Philadelphia passed a similar law (though with exceptions for Halloween and masquerade events). The purpose was to stop masked demonstrations at the Republican national convention from becoming riots. Masks were still allowed if they, in themselves, represented some kind of speech. Oh, I also know of at least one convenience store in Philly that does not allow patrons to wear masks of any kind. The sign included depictions of several varieties of ski mask. I am not making this up. ---

It’s not a very good disguise if people _know_ it’s a disguise, and it’s your own fault for doing such a bad job. BTW, did you know that most disguise failure results from not altering one’s walk/gait/pace enough? Long before you apply prosthetics or changing your hair, you should have your disguise movements identified and well-practiced. We recognize a person from his or her walk before we do from facial characteristics. ---

Somebody else passing the law doesn’t remove this one from being ridiculous. It just adds one more place to the list for mocking. Private properties such as a business can restrict people from being there as much as they want. A strict enforcement of no masks in our bank is fine for them. They can do that with the trespass laws. Once again Florida I mock you for a stupid draconian law. ---

I, as a full time motorcycle rider, was concerned over this especially in cold weather when I wear sunglasses and a bandana over my face. Then I did a very small amount of research. This arrest will be difficult to prosecute I think. FLORIDA Chapter 876 Criminal Anarchy, Treason and other Crimes Against Public Order 876.13 Wearing mask, hood, or other device on public property.–No person or persons shall in this state, while wearing any mask, hood, or device whereby any portion of the face is so hidden, concealed, or covered as to conceal the identity of the wearer, enter upon, or be, or appear upon or within the public property of any municipality or county of the state. 876.155 Applicability; ss. 876.12-876.15.–The provisions of ss. 876.12-876.15 apply only if the person was wearing the mask, hood, or other device: (1) With the intent to deprive any person or class of persons of the equal protection of the laws or of equal privileges and immunities under the laws or for the purpose of preventing the constituted authorities of this state or any subdivision thereof from, or hindering them in, giving or securing to all persons within this state the equal protection of the laws; (2) With the intent, by force or threat of force, to injure, intimidate, or interfere with any person because of the person’s exercise of any right secured by federal, state, or local law or to intimidate such person or any other person or any class of persons from exercising any right secured by federal, state, or local law; (3) With the intent to intimidate, threaten, abuse, or harass any other person; or (4) While she or he was engaged in conduct that could reasonably lead to the institution of a civil or criminal proceeding against her or him, with the intent of avoiding identification in such a proceeding. later, Tom. ---

These types of laws were, as suspected, largely anti-Klan measures. AFAIK, in most states, you can still wear a hood but you have to get special judicial permission. It’s similar to organizing a rally- sure, we have the right to assemble, but you’ve gotta ask nicely first. ETA: As you can see in Panman’s post, the verbiage of points 1 & 2 make perfect sense when seen in an anti-KKK light. ---
