Flying from Toronto to Baltimore - preclearance?

There are a few Canadian airports with direct flights to the US that still don’t have preclearance, usually with very few such flights. Quebec City, for example. If you fly from there to New York, you have to go through customs when you arrive, just like if you came from Europe.

Charlottetown seems to be another one.

Other Canadian cities with non-stop U.S. service (according to Wiki) but no pre-clearance facilities: Victoria, Kelowna, Saskatoon, Regina, St. John’s, London, and Moncton. There may be more, but I couldn’t think of any others to look up.
