I guess I failed to make clear what I thought “competition rules” should be. My bad.

When we’re playing for fun, it’s enough that a person gets most of the way there, so that it’s obvious s/he’s got most ofthe answer. But in order to win a competition, I want the person to answer every relevant aspect of the puzzle in a single post - in other words, to _unambiguously_ solve the puzzle.

I am inclined to call this one a tie, cut the cigar in half, and do another one, now that the expectations are clear.

The police have not been called because the Titanic drowned in international waters and no police force has jurisdiction there (Interpol didn’t exist yet.)

It was an un-named man who was rich who refused to evacuate the Titanic without his jewels. The police wouldn’t have been called, since it’s a maritime disaster. He drowned.

I am sorry; I’ve played these in competition before and assumed, foolishly, that everyone sort of knew competition rules. My error.

No, too arbitrary. I would control the game too much.

Let’s just stick with winner (complete solution) takes all.  
OK:

An elderly woman peers out of her apartment to see a man standing in the parking lot near her car. For three days, the man is there every time she looks. She finally calls the authorities, but before they arrive, he has vanished, leaving a single clue behind: his hat.

Is the island only created at high tide, but is not an island at low tide?

If so, they make no effor to save him because they know he can walk home soon, and when the tide goes down he does so.
