But he did make it around the world + across the atlantic. There was a generateor failure so he had to land in Bournemouth instead of Kent. I heard something on CNN when he took off. They said he made the first non-stop, un-refueled flight around the world. I thought that was Rutan and Yeager in the Voyager? ---

He did not use a question mark but the sentence is in the form of a question. Or is the presence of the ‘?’ mark the sole condition to determine a question or interrogatory type statement? ---

No, a ? is not needed, but the sentence was not meant to be a question. Maybe this is more clear: Fossett had to make an emergency landing, but he still made it around the world plus across the Atlantic (a second time) Brian
