Davis has [doubled](http://www.courier-journal.com/story/news/local/2015/09/02/kentucky-clerk-kim-davis-contempt-gay-marriage/71573666/) down: the judge told her he would lift the contempt charges since her deputies have (mostly) agreed to start issuing licenses, but she refused to leave jail and declared (through her attorney) that “she does not authorize any employee to issue licenses in her absence.” ---

This country has always had disagreements, but what makes this country different from other countries is that we respect the rule of law.” ---

So - even tho the other clerks have said they will, and the judge has said licenses will be issued - She can “not authorize” it? whats to stop them from issueing them “without” her authorization? what would be the next step there? ---
