In the case of Kim Davis, she has been ordered, both by the governor and by the Supreme Court of the United States, to issue marriage licenses to same-sex couples, and she is refusing to follow those orders. ---

Net-net, they figure it’s the best thing to do in order to do their actual jobs and keeping their jurisdiction safe. It’s a debatable point, but they don’t generally break any laws. The feds can’t require police to check the immigration status of people they encounter, AFAIK. County clerks, OTHO, have to obey the law of the land, which right is that SSM is legal. ---
