Hawass’ perspective is slanted and we know how much he loves the camera, but he’s not wrong to point out that a relationship between a protectorate or a dependent state and the protector is far from balanced and it’s fair to apply hindsight even if “the natives” officially approved at the time. That stuff does not only belong to Egyptians, but it doesn’t solely belong to everybody else because it’s “world history.” If you compare the amount of Egyptian treasures that don’t officially belong to Egypt and the amount of British or French or Italian treasures that don’t belong to Italy, I don’t think you’d find a similar ratio.

I seem to remember the conquerors made up those rules themselves. Yes, that’s how the world worked for a long time and in many ways it still is. The conquered don’t have to like it, and it makes sense that Egypt’s top antiquities guy is trying to get Egyptian antiquities back in the country.
