Sorry, but I agree with the Seinfeld gang about Golda Meir. She was a severely unattractive woman. They’re wrong about DeGaulle and LBJ, however. Neither was especially ugly. Certainly not in the same league as the other people that have been mentioned.
For my own contribution, how about Mikhail Gorbachev? That huge birthmark on his head made him the butt of many, many jokes.

Ah yes, Muldoon was the first person I thought of on seeing the thread title – he looked like someone had dressed a potato in a suit. 
To be fair though, we’ve had a fair few PMs (and leaders of the oppostion) that wouldn’t have won any beauty contests – I think since the PMs / party leaders are selected by their parties (rather than being publically voted on directly) being photogenic isn’t as much a prized quality.
I thought he was rather handsome for his age. Go figure.
