This is posted right above the “Waylen Smithers” thread, and no one’s mentioned him yet? I’m shocked. Personally, the first thing that came to my mind was James from Pokemon as well. Every costume of his involves a dress/two-two (too-too? I’ve never spelled it before), and then there’s also the rose and efeminate voice.
