How about _Stewie_? Just give him - something - to suck on (with some benedryl when he gets cranky) and nothing will change. Or _Glynda_. As long as you’re not a witch, she’s really uninvolved, even if there’s something signficant right in front of your nose. If you want change, as **Elendil’s Heir** said, Sauron’s your guy! Then again, there’s _Syndrome_. His goal is just to sell all his cool gadgets, make everyone Super, and then retire. The only problem is that the rich get all the really cool powers and the poor just end up with devices like “Control of Dairy Products”. ---

Yes, he liberated/conquered Khandaq, but that’s because they were HIS people. His rampage after the deaths of Isis and Osiris was purely revenge-fuelled destruction. I’m not as familiar with him before his initial heel-face-turn, but IIRC, he was in the ‘criminal’ mode of Supervillain, not the ‘conqueror’ style. ---

What, like robbing banks and stuff? I don’t think Adam ever bothered with that, or if he did, it was while Theo Adam was in charge of his mind. Adam originally fell out of favor (in the ancient days) with Shazam because he used his powers to become Kahndaq’s ruler rather than merely a protector. Perhaps he never really had designs on the entire world, but his MO does seem to be conquest, and (especially with Isis at his side) he seems to rule his conquest benevolently. ---
