“Resides at/in” and “lives at/in” are near synonyms, but I’d be more likely to use “reside” in connection with a particular house or address. It would seem stilted to me to say that someone resides in a particular suburb, or city, or country, but perfectly fine (if slightly formal) to say that he resides at a particular address.
