Make a large public showing of affection at his work. Somehow reprogram the TVs to various romantic comedies that can say what you need to say, and as each scene pops up with cliched dialogue, point him to each one while looking longingly into his eyes.

Listen, you want it, you gotta make the effort to get it. You’ve got noting to lose so step up to the plate, smile, offer him the note and tell him you look forward to having a cup of coffee with him.

ETA - you offer to buy the coffee, just in case he’s “between paychecks.” Good luck.

Maybe they’re twin brothers, and if one of them rejects you, you can just go ask the other one out, so double your chances.
