They are quite clear about what they hope to do – draw attention to the crisis. Passive-aggression implies pretending not to want what you want in a manipulative way. ---

The cops could just grab the protesters and yank them upright, to hell with their hands. I remember back maybe 25 years ago when kids were chaining themselves to fences with locks. One police force (in the US) was forcing the kids eyes open and spraying tear gas directly into them.
