There was[a population explosion](https://www.ynwildlife.org/Wildhorsecoalition.php) of wild horses on the Yakama reservation in Washington State, the subject of how to deal with it became difficult. Apparently it’s not legal operate a slaughterhouse for wild horses in the US, but it was found to be permissible for a tribal nation to sell them to non-US slaughterhouses. (Mostly in Canada, which is closer to where they are.) Apparently the budget forbids the USDA from spending any money to inspect slaughterhouses that kill horses, which amounts to a de facto ban on them. ---
