I’m impressed – the police in Virginia usually seem pretty uninterested by reports of dangerous or inebriated driving.
Wowsers. We were amazed it took 25 miles to catch the guy. I guess the police were busy!
We drive that stretch of road fairly frequently and it’s scary enough in the daytime and stone cold sober. Even less fun at night. Haven’t tried the “not sober” variant, nor do we plan to! 
Looks like 0.15 is a bright-line number for enhanced sentencing in Virginia, per this site.
Looking at that page - if they tried him as a first offender, they really threw the book at him if he was sentenced to 60 days in jail as the mandatory minimum is only 5 days with a BAC over 0.15. There’s also a mandatory ignition lock (aka “Blow before you go”) for first-time offenders with a BAC over 0.15.
