You never get the same answer twice. If you count them clockwise, you get one answer, and anticlockwise, another.

As I said above , the winter solstice would have been more important then the summer one. It’s a point in the year showing that the days will soon get longer and warmer, and it will soon be time to plant your crops. Without this solstice “marker” you would have no idea in what phase of the sun cycle you are. Don’t forget they probably didn’t have any calenders. The summer and winter solstices are fixed, dependable points in the year.
