Increased Government intervention in the economy has been observed in lots of subjects who DID not develop totalitarian syndrome, see France, USA (New Deal), UK, Sweden, etc.

Thus Increased Government intervention in the economy is not a symptom of impending totalitarism.

Symptoms of impending Totalitarian syndrome are those previously mentioned, once a country starts to have some of those symptoms it frequently develops the others soon, this off course has exceptions and is not a sure fire sign.

Current research seems to indicate that the surer sign of impending Totalitarian Syndrome is the coming to power of a totalitarian political party usually helped by devastating economic conditions.
