Some would. How would they explain Chancellor Bismarck? You know him, right? The conservative ruler of Germany who instigated a health insurance plan, a accident insurance plan, and an old age pension? All in the 1880s? Under the theory that those were valid concessions to avoid a Socialist victory? ---
