Don’t forget privatization (and the contracting out/tendering system) played a central role in the anti-union strategy.
I think the main players in the anti-union “strategy” were the voters, who were harmed by the unions’ actions. If it is considered a strategy to appeal to the voters’ wishes, then so be it.
