Some years back, when I tended to wait for a non-handicapped stall to open, a friend who has a severely disabled grandson nearly shoved me into the handicapped stall. She reminded me that as long as there’s no one with a disability waiting to use it, it’s available for anyone’s use.
Sounds like the woman you encountered may just be hyper-sensitive. Don’t worry about it.
