I’d say the Holocaust was damn near 100% “effective” in Germany. Doubtless a handful of Jewish people survived, but the thing that struck me when I lived in Germany for a year as a student, was that the Jews were conspicuous by their absence. They simply weren’t there as a significant cultural or demographic element, although bigger cities still do have a few active synagogues. Jewish members of my student group were advised that the nearest synagogue was in a city two hundred miles away. The Nazis really did “succeed” at extirpating an entire people, language, religion, and culture from their soil.
It’s far less than uncertain. It’s pure speculation for which there is no actual evidence at all.
Baltimore was originally the homeland of two tribes, the Balts, and the Morons. I was there recently, and the Balts appear to be extinct.

It’s been a long time since I read The Fatal Shore, but it is an impressive account (Caution: not for those with weak stomachs; he described treatment that made me flinch, and I’ve got a pretty strong stomach.). The author is Australian, and, IIRC, spent several years doing research before writing it.
