He was video taped having sex with two women, one of whom turned out to be 16. He was in Georgia at the time, where the age of consent was ~14, so legally he was clear, but it was still a bad look for him, and he lost some work over it.

I’ve said this before, but here goes: It was not a crime. It was not Polanski; it was not Cosby or Weinstein. The two women were the ones who set up the video camera – IIRC, Lowe didn’t know he was being filmed – and they gleefully shared the video with a lot of people. According to Rolling Stone, the video was embarrassing for Lowe, not least because it mostly featured his bare, in-need-of-a-personal-trainer, ass, but it also proved that what happened was not a rape. It’s not even like he skated on charges, because there was nothing to charge him with. As you said, 16 was legal in Georgia at that time.
