Maybe they worked for Major League Baseball.

Baseball stadiums used to have “No pepper” stenciled onto the walls overlooking the baseline. “Pepper” was a practice exercise where someone would bat grounders to a line of fielders. It was banned because if the fielder didn’t get to it, it’d hit someone in the stands.
