I noticed this proposed legislation from early 2014 in Arizona (it failed) to require students to swear allegiance to the US and uphold and defend the US against enemies.

Have there been any other times in American history where loyalty oaths were required to graduate high school or is this a new concept?

Am I the only one who finds it pretty funny that they proposed an oath, required to get something, with the phrase “…take this obligation freely?”

No, you’re not the only one. The article linked to in the OP quotes Ilya Gerner (a writer at Comedy Central), “Nothing says ‘I take this obligation freely’ quite like a state law that withholds your diploma unless you swear an oath.”
