Not really. A cover-up (in my mind) implies an active role in denying access. If he burned some papers or if he instruced people to keep quite, that would be a cover up. Of course, in this case it’s unlcear he had info that should’ve been turned over to the police, so I don’t see how a cover up would be possible. I think the cover up that is important here relates more to the ethics committee than to the FBI.
Could be. Could be he is not so much guilty of cover up as guilty of negligence. Unless, of course, negligence is what he is trying to cover up.
From the events of the last couple of weeks, he’s certainly been negligent about the coverup.
Anyway…yep, Hastert is finished it seems. The littlest speaker that nobody wanted. The guy they picked to fill Newt Gingrich’s shoes because everybody knew he was so mediocre he wouldn’t threaten anyone else’s political ambitions. And by “anyone”, I of course mean Tom DeLay. Tom DeLay was too controversial to be picked as speaker after Gingrich left, so he made sure that the next speaker was someone who posed no threat.
Negligence is Dennis Hastert’s middle name.
The way you describe it, the middle name should be “negligible.” 
Of course Hastert picked the one thing no one is guilty of. Everyone who knew about the situation, it seems, told him. He ignored the problem and didn’t try to find out if there was something sleazy going on. No coverup, no action. No ethics committee for Foley either.
