I think it would be more likely that they didn’t act because they don’t trust the intelligence.
Either way, the result is the same, and is why I worry about terrorism more with this administration. There is not a chance that Trump would not use terrorism as an excuse to prove he was right all along.
All it takes is just some disgruntled brown person who does a spree shooting, who will then be said to be ISIS.
To be clear, the “theory” under discussion is that the administration would orchestrate the act as a false flag.
If they were stupid enough to try, they would be arrested, charged, convicted, and (hopefully) executed. With the enemies they are making in all government agencies, I have no doubt there are many who would gladly destroy these guys, given the chance.
Yeah, my point was, why actively organize a false flag operation when you can passively allow a true flag operation to go off? Terrorists are a real thing, right? Why not let them do your dirty work for you? This strategy would be harder to prove than a false flag. Less chance of administration getting caught. Am I wrong?

In Hollywood movies the Big Guy just gives a quiet order and it all miraculously happens. In real life, organising something this horrific would involve telling dozens of decent people, any number of whom are going to blow the whistle.

Do you really not understand what I’m saying? Remember the (very improbable) rumor that FDR let Japan attack Pearl Harbor because he wanted to get into the war? I’m talking about something like that. There’s no collusion, nothing to “rat out.” It’s just a matter of failing to defend the country from an attack they suspect or know is going to happen, in order to turn the tide of public opinion. I’m not saying it will happen, just that it’s easier than a false flag operation, and harder to prove if people start asking questions. I thought I was clear about this.
Okay, but in this thread, people are talking about a full-on false flag operation, which is much, much less likely to succeed than a passive “let them attack and reap the benefits” strategy. If you’re* willing to believe the “evil inner core” is audacious enough to try a false flag, why not the safer and less risky (yet still terrible and dumb) plan of just letting the actual terrorists attacK?

In a normal world, with normal expectations of normalcy, I’d agree with those who suggest that the OP is tripping and needs a tin-foil replacement.
HOWEVER, as another poster pointed out, the rules of ‘normal’ are off the table. What we’ve already heard from the US presidency has been bonkers…why is it so far removed for Bannon and Trump to orchestrate an attack (either directly or passively) to get the populace shit scared and behind them in their efforts?

False flag operations are harder to pull off than you think. Those InfoWars guys have caught the last 50 of them, at least.
Back then, Bush got the memo, patted the briefer on the head and told him “You’ve covered your ass” and went back to brush clearing or painting or whatever, and we didn’t hear about it until after the fact. Well, so far in life Mr. Trump and Mr. Bannon — both getting on in years — have refrained from killing anyone, or committing bodily harm on anyone, or ordering such to be done by their minions. Whatever their failings, blood-thirstiness doesn’t appear to be among them.
I would wait and see until Trump revives Obama’s manic drone-killing operation and starts ordering hits on weddings and post-drone-strike funerals ( and apparently a shepherd ), personally choosing the targets, as a clue he’s gone over to the dark side.
