At the indoor concerts here if they catch you smoking they shake a flashlight and say “stop it!”. Oooooh scary. The only show I can think of without pot was Tom Waits, but he was in a fancy concert hall.
Well, I live in the SF Bay Area so I may be an outlier, but I’ve smelled the ganj at the bleeping Opera.
Almost every concert I have been to. The one that surprised me the most was The Cure in the early '90’s. It seemed like everyone lit up. Same for Aerosmith and ZZ Top.

I wouldn’t really agree that it is “openly” happening. You smell it, but they keep it on the down-low. No one is going to light up in front of an usher.
Yup. I don’t remember any being smoked at any indoor concerts since smoking’s been banned indoors, but I do remember it at an indoor arena venue back in the 1980s.
When I saw Yes at Alpine Valley (an outdoor venue) in the summer of 1984, there was a lot of it, and it was pretty open. The guys sitting right in front of us lit up the moment the lights went down, and they smoked for the entire concert. Pretty sure I got a contact high out of that one.
Fast-forward 24 years, and I went to see Yes again, this time at the Chicago Theater. The average age of the audience is probably somewhere north of 40. And, the moment the lights went down, there was that unmistakable aroma. 
(And, yes, this was after the indoor smoking ban went into effect in Illinois.)
Been to three concerts in the last year and there was pot smoking at all of them.

I’m also in the San Francisco area though so granted, my surprise was naive.
I was suprised to smell alot of herb at a Blue Rodeo concert. Country rock act.
At every friggin’ concert I’ve ever been to. Which is why I no longer go to concerts.
