Please.

The elements I vaguely remember (and might have wrong):
Featured a girl who was something of an outcast

She had a chubby friend (female).

She had a somewhat geeky friend (male)

She had a good-looking “normal” friend (male) who was kind of dim (I think).

Twin(?) older brothers who were athletic (football?)

I think every episode had a fantasy sequence.

Her rival was the glamorous classmate (who was also the teacher’s pet).

Quirky animation style.

Angela Anaconda.

Those friends are:

Gina Lash
Gordy Reinhart
and
Johnny Abatti

Spelling in all cases is guessed.

Her brothers (who are twins) names I don’t remember off the top of my head.

That was a stange cartoon. The animation style of distorted photographs of real people, was really freaky. But somehow appealing. I do wonder who the real-life models were of the pictures.

That’s the one! Many thanks, **Tengu**. I wonder if it’s out on DVD.
