what’s weird is that the deceased president’s twin heads the opposition party.

That’s the same party as the president’s party though (PiS). For a while, when Lech Kaczyński was president, PiS was in the government, and his brother (whose first name eludes me for the moment) was prime minister. Then they lost parliamentary elections and Donald Tusk won, and became PM.
