Yeah, Medford gets half the rain of Portland/Seattle, or about 3/4 of Oakland, and on par with Sacramento. It’s not the Eastern Oregon desert, but it’s closer than the typical PNW.
I guess the simplest question is whether you’ve released the emergency brake? Most modern cars release them automatically when you start up, but sometimes the mechanism doesn’t work right, as I found out one snowy day.
Most? You may well be right but I’ve never owned or driven a car that automatically released the emergency brake. Is that a feature of…cars that cost more than my cars? 
My Cadillac is the only car I’ve ever driven that automatically releases the emergency brake.
I have 5 other cars/trucks but none of them would ever be classified as “luxury” cars.
Then again, none of my cars are “modern” either.
