He is a clone of Judge Dredd, a peacekeeper from the future. How the hell he got here, I have no idea.

That was my initial reaction also. Hell, i didn’t even know there was a _Doper_ **Rico** , let alone one that had been elevated to Moderator.

If he’s related to Judge Dredd, he could be the Caspar Van Dien character, Rico, from _Starship Troopers_.
