I mean the specifics are dubious but as a general point it seems likely that the roman Republic was preceded by a monarchy. The amount cultural taboos towards monarchy in the Republic (not to mention that it was the dominant form of government in that era) implies it was likely a monarchy at some point, even if the historicity of individual kings like Romulus or Numa is dubious
