Imagine Hillary Clinton now as the Vice President, and offering a sort of check-and-balance to Trump in the event of a Senate tie. ---

When that was written into the Constitution, the “spirit” of it was that the person who ran against the PotUS in the election would be the one who headed the Senate. So, it is legitimate to speculate that it’s a little “outside the spirit” for the PotUS’s guy to be the tie-breaker. ---

Does this mean that the elected Democrat’s actually do have the votes they needed to prevent DeVos’s confirmation? It doesn’t appear to me that they have the votes to deny the confirmation.
