That should be, “the amount of force needed…” The amount of energy needed will depend upon the duration of time that you accelerate the mass.

One more question relative to above-referenced formulas. Would they be appropriate for the steam turbines?
The equation is valid for any rotating machinery that produces or absorbs torque: measure the torque, measure the RPM, you can calculate power output (or absorption).
