How cold would a sports game or outdoor event have to be to see mass casualties/deaths from hypothermia?

For a healthy person in dry conditions, this is definitely the key. My dad had a cold weather outfit that was designed to withstand conditions down to fifty degrees below zero when all of the components were worn properly. He rarely used it because, he said, if the temperature got above zero degrees, he would start sweating. The Ice Bowl, if my knowledge of sports history is correct, was in Green Bay, Wisconsin, and those people know how to dress in the winter.
