I see your point however, if the designs on these tokens and papers were to change often enough it is possible a market would spring up of individuals who seek to collect all the different designs on them. This would serve to create a situation where these tokens and papers were being traded at various markets or shops between different collectors at a value greater than the original value assinged to them. By printing certain designs in very limited quantities or intentionally making an occasional “error” on a few of the tokens or papers you could end up with certain examples that are even more desirable to these collectors thereby making the value for these individual items skyrocket.
I could see, one day, the system of Tokers and papers causing widespread lethargy.
