The oddest thing I’ve found so far is how dated it feels – it’s set in the “near future” as envisioned from the early 90s.

Only the future bits. A lot of the book is set in the past, and yes, I agree, he does a great job at conveying the past , so it does feel dated in those parts. I think it was meant to.
