This person doesn’t want to communicate with you. Nor, apparently, your mother, and various other people. If he wanted to, he would (as evidenced by him changing his ways with his girlfriend). He doesn’t, so he won’t. It’s up to you to decide how you’ll be dealing with this, but it’s definitely your problem, not his.
