They wouldn’t deny him permission to land. They _might_ impound his aircraft until his debt is paid. They could refuse to refuel his aircraft or do any required maintenance for the same reason. (It’s the pilots’ responsibility to not fly an aircraft with insufficient fuel, or with ‘no-go’ issues.) ---
