Aside from Canadjun’s point about obtaining them there’s another issue. Lethality is lower against a specific target. You might kill some people in the area but what are the odds that the person you are trying to assassinate, with the benefit of the best medical care, doesn’t make it.

I think it likely that high-value targets routinely have radio-jamming gear either in use or at the touch of a bodyguard’s finger.
Try flying your toy store chopper the next time a Presidential motorcade comes through.
Unless it is incredibly cheap (in which case it will use audio tone control), it should be a good test.
