# HOW many minutes?

When the traffic report on the radio says “45 minutes from the loop to the junction, 35 in the express lanes,” how do they time it. Obviously they can’t time one car, and it would be difficult to get a small sample, eg. timing a car going 100 metres, that would be representative of the road as a whole?

Any traffic nerds out there who know the answer?
