An Earth-mass black hole would take considerably longer than the lifespan of the Universe to decay, and most of the energy radiated back out will be in the form of neutrinos, photons, gravitons, and other things unlikely to re-coalesce.
Thanks! I remembered reading about small primordial black holes that should have been created shortly after the BB, which they figured would have long since evaporated. But I couldn’t remember how small “small” was.
