I’m curious. If Cogress defunded it in 2008, why did Obama have to “call for” the program to cease in 2009? And “call for?” Why would he “call for” it and not simply order it to stop?

What happened was that Congress stopped funding for RRW in 2008, and in 2009, the Executive Branch claimed credit for terminating a program. Technically, they could have asked for money again in 2009, but they decided not to, and thus it became an important example of cutting government waste, or whatever.
