Hypothetical: Insurgency in post-WWII Japan and Germany

Would one consider the “ratlines” for sneaking Nazi war criminals and booty out of Germany to friendlier climes (South America comes to my mind) an insurgency?

In some ways yes, their was the idea of hiding or lying low until a new opportunity would arise.

I think we saw that in many wars of the 19th century in Europe up until WW2 when the loser of a war would just lie low and wait until the next war came along and then often they could get revenge on who won the last war. Like in WW2 when Hitler insisted that when France surrendered it be in the exact spot and in the same railway car where Germany surrendered in WW1.
