If you are in a public restroom and see a guy with a very bad comb-over talking on the cell phone while using the urinal who then leaves without washing his hands, are allowed to force sterilization or call the cops? At very least I can snatch away the cell phone, toss it in the commode and then give him a swirlie, right? ---
